I am enjoying making fun of Burr but honestly you are so right and one of the AMAZING things is how he's completely understandable: even when you love Alexander and are just filled with NOOOOOOOOO, it never ever lets Burr be anything other than a similarly flawed human being.
And I CANNOT BELIEVE THIS IS THE FIRST TIME I MADE THE SIMPLE-TAILOR CONNECTION OMG. Julian has ABSOLUTELY found a bio of Mulligan (hell, he would probably have secretly WRITTEN a bio of Mulligan) to give to Garak. OMG.
