<3 Burrrrrr. The show does such an amazing job of presenting him as flawed and complex, just like Hamilton and I have a lot of feelings about it. Because, as annoying as his unwillingness to commit himself absolutely is, it's really exacerbated by the way he's constantly surrounded by these HYPER-idealistic, HYPER-committed people. Most people are not as dedicated to *anything* as Hamilton is to *everything* he does, and you can just see how that would put someone more cautious on edge. Also his jealousy and his pettiness towards the end, and his blaming Hamilton for all his own failures - whilst not admirable, are absolutely understandable. I think, anyway. And that's why the musical works. It's the same thing with Judas in Jesus Christ Superstar, if you've ever listened to that. He's another character urging caution.
Anyway. GARAK YES. I cackled the first time I realised Mulligan was a tailor-spy. I firmly believe that Julian has found a biography of him and given it to Garak for his birthday. (Garak: My dear Doctor, how did you know it was my birthday? Julian: Oh, you'd be surprised at the things you can learn when you're routine check-ups. Garak: *proud smile*)
